The gist of the situation is that Capcom got criticized for female bad guys in "Final Fight" so they said in support material that Poison and Roxy (the character names) were men who were unusually good at cross dressing and had their junk pinned up which was slowing them down. They did confirm it, multiple times in fact. She isn't the first "trans character" capcom has never confirmed that and it's merly speculation from some desperate people.
